MANAGEMENT VETTING / SECURITY CLEARANCE DESIGNATED POST

Applications are invited from Substantive Sergeant/ Detective Sergeant as per the posting’s principles, the expectation is that newly promoted officers that have taken up their post, cannot apply for any other roles until competency has been demonstrated in their new role and rank and this is applicable to all officers (both non NPPF WBA and NPPF WBA); This will be 12 months.

The RIU has a dedicated disclosure function that has full oversight of all Disclosure Assistance Requests (DAR’s). Disclosure requests are generated from any regional Force departments as well as departments within the ROCU. The disclosure team are responsible for managing and triaging all sensitive disclosure requests of a complex nature where intelligence originates from a covert capability ensuring covert capability leads are sighted on all requests, acting as a conduit between covert departments and the OIC.

This role within the ROCU is a chance to experience working in the collaborative working environment between Staffordshire, Warwickshire, West Mercia, and West Midlands Police in order to reduce the impact and increase the disruption of serious and organised crime within the region and beyond.

The post is subject to successful completion of vetting to SC (Enhanced). Applications are also encouraged from those who already hold this level of vetting.

The post holder will be expected to undertake training in relation to this role and as and when required

The role of disclosure supervisor;

  • Supervise disclosure team offering advice and support for the development of both team members and force colleagues
  • Supervise and/or undertake intelligence gathering work that might be required to support other specialist capabilities in discharging their duties under CPIA
  • Supervise and contribute to the preparation and presentation of disclosure schedules ensuring documents meet the required standard and within timescales
  • Enable collaboration with colleagues in partner agencies to share intelligence to facilitate cross-sector working practices
  • Comply with disclosure requirements that fall within CPIA legislation.
  • Deliver training across the ROCU and support regional forces with the disclosure originating from specialist capabilities
  • Consult with the Crown Prosecution Service if sensitive material is to be revealed so they can assess its relevance.
  • Liaise with OIC’s and SIO’s throughout investigations to ensure documents are up to date at all times and the disclosure test continues to be met.

Essential skills:

  • The ability to understand, interpret, apply and advise on relevant legislation accordingly.
  • High level communication skills to engage, influence, motivate, and negotiate internally and externally, representing the organisation to a variety of audiences
  • Work effectively with minimum supervision whilst remaining team focussed. Ability to work under pressure, prioritise workloads and produce accurate work within tight deadlines.
  • The ability to undertake sensitive enquiries exhibiting high standards of integrity and professionalism.
  • Knowledge of the National Intelligence Model (NIM) and NPCC Guidance on the Management of Police Information (MOPI).
  • Proven experience of ability to research and analyse information.
  • Be able to provide concise and accurate written reports, present data and form conclusions based on the information found.

Desirable:

  • Proven supervisory ability.
  • Experience of working in an intelligence/information field.
  • Experience of working with sensitive products and knowledge of sensitive and highly sensitive material, CPIA 1996 including knowledge of the Data Protection Act 2018 and GDPR.

Vetting

Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
