SUMMARY OF POSITION:

Reporting to the Water Operations Manager, the Construction Site Supervisor is directly responsible for the
supervision for Construction Site Operators and on site contractors on utility construction sites throughout
the Regional District. This position works to provide direction and leadership and to effectively liaise with
regulatory bodies. Additionally, this position provides hands-on construction support for 19 water systems in
the Regional District of Central Kootenay.

ROLE AND RESPONSIBILITIES:

As a member of the Utility Construction team, responsibilities include, but are not limited to:
1. Provides daily supervision to Site Operators and site contractors. Prepares and approves schedules to

ensure continued daily operation of the operations

2. Assists the Water Operations Manager in the hiring, orientation, training, performance management

and discipline of employees.

3. Work with management in project planning

4. Work directly with Interior Health’s environmental health officers, and public health engineer

5. Provide weekly project progress reports

6. Operate excavating equipment (e.g. track hoe, rubber tire backhoe, tamping equipment, and other

smaller pieces of construction equipment as needed)

7. Schedule and implement preventative maintenance programs in coordination with the Water

Operations Manager

8. Maintenance of design spec and as-built/as-constructed plans

9. Water quality sampling and chlorine residual sampling

10. Respond to complaints and queries from the public

11. Hydrant operation

12. Water main pressure testing as per AWWA standards

13. Provide cost estimates by preparing materials lists, labour requirements, equipment needs and

other construction requirements for approval by the Water Operations Manager

14. Purchase materials and supplies and maintains inventory of water system project materials

15. Approve and code invoices in line with RDCK Purchasing Policy

16. Liaise with other utilities workers for location of underground works

17. Provide regulatory and project related reporting

18. Work with consultants on system design and construction

19. Coordinate projects which are managed by the Water Operation Manager or Project Manager

20. Work in coordination with other RDCK departments, governing bodies and regulators

21. Provide advice on capital plans and budgets

22. Other duties as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE: 

Two years of Lead hand or Supervisory experience (experience in waterworks construction

preferred) 

Three years’ experience in water works construction 

Equipment operating experience 

Two years’ experience working with regulatory bodies ie. Interior Health, MOTI and a demonstrated

ability to engage with and understand application processes etc. 

Demonstrated experience leading capital projects 

Experience managing and maintaining mid-large scale budgets 

Demonstrated experience working with contractors and other project stakeholders 

High School Diploma or equivalent 

Water Distribution Level 1 (or willingness and ability to achieve level 1 within one year) 

Occupational First Aid Level 1 (OFA1) 

Preference will be given to applicants with:

a. Confined Space Entry Certificate

b. Trenching Safety Certificate

c. WHMIS training 

Current BC Driver’s License with satisfactory Drivers Abstract 

Satisfactory Criminal Record

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: 

Working knowledge of water distribution skills and preference given to applicants with water

distribution certification 

Demonstrated ability to lead, coach, direct staff and managing ongoing performance 

Knowledge of relevant provincial and federal Acts, Regulations and Guidelines 

Working knowledge of AWWA, and MMCD construction standards 

Knowledge of preventative maintenance practices for excavation equipment 

Demonstrated ability to manage contractual obligations and hold contractors accountable

High level of tact and discretion when dealing with others, including with the public 

Ability to estimate small to medium waterworks project costs, such as water service connections 

Ability to work within established RDCK policies and procedures 

Ability to communicate effectively, in oral and written form 

Ability to understand technical manuals and engineering drawings 

Experience with Microsoft Word, Excel, and Outlook 

Ability to work independently as well as in a group environment as part of a team 

WORKING CONDITIONS 

May spend long periods of time away from home (potential for many weeks/months at a time

depending on project completion) 

May be expected to drive long distances, throughout the Region 

Working alone in remote areas 

Exposure to varied weather, primarily without shelter 

Physical demands related to utility construction – lifting, standing, shoveling etc.
