The post holder will lead on the production, validation, and submission of national and local submissions, production of the Trust’s Board and associated committee’s performance reports, managing the delivery of ad hoc and FOI requests. The role also manages a small team of RTT Trackers, ensuring all aspects of PLT management have clear validation and communication processes.

The role has a key emphasis on team management and team development. The post holder will work seamlessly with Data Warehouse, Development, and Analyst teams to ensure the development and implementation of robust information systems and reporting processes that will provide Trust managers with the required business intelligence in respect of Performance, Workforce and other key metrics.

The post holder will require expert technical, analytical and communication skills and have experience of solving highly complex problems, they must be able to interpret the results and draw conclusions from analysis undertaken and guide people to make sound decisions based on the results.

Mid Cheshire Hospitals NHS Foundation Trust (MCHFT) provides good quality, safe and effective healthcare to the people of Cheshire and beyond. The Trust, which manages Leighton Hospital in Crewe, Victoria Infirmary in Northwich, and Elmhurst Intermediate Care Centre in Winsford, was established as an NHS Trust in April 1991 and became a Foundation Trust in April 2008.

We employ almost 5,000 members of staff, provide around 540 hospital beds, with a range of services including accident and emergency, maternity, outpatients, therapies, and children's health.

The Trust is also part of Central Cheshire Integrated Care Partnership (CCICP), a unique local health partnership that provides a range of community services for people across South Cheshire and Vale Royal.

During the Coronavirus pandemic, the Trust was recognised nationally for its ‘Be Safe Be EquiPPEd’ campaign, which aimed to make the Trust as safe as possible for staff and patients, through supporting the correct use of PPE. The results in the 2020 national NHS Staff Survey showed improvements in all elements of the safety culture theme, with 92% of respondents feeling their role made a difference to our patients. We were also recognised nationally for our workforce health and wellbeing initiatives.

SERVICE DELIVERY

Support the development of robust information tools for reporting of key metrics including Performance, Workforce Productivity and effectiveness.

Work with the Development and Data Warehouse Teams to ensure that the most up to date datasets and feeds are available via the data warehouse ensuring that reporting and submissions are based on the most accurate data definitions available with one version of the truth.

Co-ordinate the timely production, validation, authorisation and submission of all national returns.

Co-ordinate the production of the Trust Performance report prior to sign off and submission to the Trust Board and Committees.

Co-ordinate the production of the contract Monitoring reports prior to sign off and submission to Trust Commissioners.

Develop robust systems to run validation checks to ensure information being reported is accurate.

Undertake benchmarking analysis comparing ourselves with other high performing Trusts, investigating unusual trends and identifying opportunities for improving performance

Meet with clinicians and managers to identify their information requirements and ensure activity is correctly identified for local and national reporting.

Maintain a detailed understanding of the range of services provided by the Information Services team to be able to provide cover in the absence of other lead specialists within the department.

To support the maintenance, development and promotion of the Trust’s Data Warehouse, reporting processes and Dashboards.

Lead on the project management of SUS / HES development projects, ensuring key changes and deadlines are identified and communicated with the CDS Data Group and act as a key link to the Data Quality Group.

Maintain a detailed understanding NHS National returns requirements and reporting criteria, including waiting list rules and management. Actively support the annual review of the Trust’s Access Management Policy, ensuring the policy reflects the latest national guidance.

To use highly advanced keyboard skills to input data into databases and manipulate data into required formats at speed, using a wide range of IM&T tools and techniques

Other tasks appropriate with grade and experience as deemed necessary by the Head of Information and Performance

GOVERNANCE

Ensure compliance with policies, procedures and guidelines for self and others, by taking action/alerting senior managers if practice appears to contravene policy, or if concerned about any aspect of patient care.

Develop and maintain systems and processes to establish and maintain effective communication and confidentiality of information.

Develop and maintain a library of report documentation.

Set up and maintain an annual audit schedule for all reports and associated processes, ensuring report criteria and access remain fit for purpose and data shared externally have appropriate and up-to-date data sharing agreements.

Ensure that all reports and associated processes are changed in-line with the Trust’s and department’s change management processes.

Actively participate in the Trusts formal governance groups and subgroups including the Information Services Operational Group (ISOG) and Data Quality and Clinical Coding Group (DQCC). Review and update terms of reference, agenda items, chair meetings, support the completion and accuracy check of meeting papers, deliver allocated actions to agreed timescales.

Ensure organisation risks related to data and reporting are clearly identified and managed via the Trusts risk reporting system (4risk). Ensure timely completion of related actions. Ensure any incidents related to data and reporting are identified, reported in-line with Trust policy, investigated, and recommendations for training or process improvement identified and shared with the wider teams.

The post holder will undertake all statutory and mandatory training as deemed necessary by the Trust.

MANAGERIAL/LEADERSHIP

Line Management responsibility for the Analysts and RTT Trackers within the Performance & Information Team within the Trust Information Services department, including the timely completion of Appraisals and PDPs.

The post holder will have an In depth specialist knowledge of NHS statistics, information analysis and the use of information across the NHS and will act as the Trust expert on such matters.

The Performance & Information Manager must have the ability to influence Senior Executives at local level to enable decisions and actions to be taken that support the overall direction of travel of the work.

The Performance & Information Manager must demonstrate the ability to function competently and collaboratively both as a manager and credible member of the Information Services team and understand and acknowledge the role and function of other members of the team. The post holder must be able to motivate the team and offer collective leadership to maintain pace of change.

The Post holder must act as a role model by demonstrating leadership and expertise and by maintaining credibility across all stakeholders, ensuring a positive image at all times.

Support in promoting and embedding a culture of continuous quality and service improvement, using data and reporting solutions to highlight areas of improvement across the Trust.

Develop and maintain systems and processes to ensure that activities are appropriately prioritised and allocated, and that effective supervision is in place to support work delegated to specific teams as part of the work.

Able to influence strategic developments across the Trust.

Deputise for the Head of Information and Performance and other Team Leads as required, this will include attending meetings with internal and external stakeholders

Take responsibility for own learning and development by recognising and taking advantage of all opportunities to learn, including full participation in KSF/appraisal, supervision, action learning and by maintaining a professional/personal portfolio of learning.

Create a clear training and development plan for the Performance & Information team, review external courses and make recommendations on use of the Department’s training budget.
